You are informed that in order to carry into effect the provisions of Article X of the Treaty of September 5th, 1902, the Inspector General of the Imperial Chinese Maritime Customs has proposed that the status of Kongmoon, which has been a port of call ever since the West River was opened to steamers, should on March 7th be changed to that of a Treaty Port. His Majesty's Minister at Peking intends to station a Consular Officer there provisionally as early as possible, pending the completion of arrangements for the appointment of a Consul to the port.

3. The question of opening Wuchow (or Wai-chow, as sometimes spelled) as a Treaty Port has been raised by the China Association, and I am to enclose, for Mr. Secretary Lyttelton's information, copies of the correspondence which has passed between this office and the Association on the subject.

Lord Lansdowne would suggest that the terms of the letter to the Association of the 6th instant should be communicated to the Government of Hong-Kong, together with the information contained in this letter with regard to Nanning and Kongmoon.
