In Lyttelton presumes that the Italian ship which brings these Russians to Hongkong will remain in the harbour until the transport arrives to take them to Europe, and that it is understood that they will not be allowed on shore except in small parties under proper control of the three Italian foot officers.
On these conditions Lord Lyttelton has no objection to the proposal, and, subject to any observations the Governor may have, he has telegraphed to the Officer Administering the Government (OAG) Hongkong.
After obtaining privately the concurrence of your Department, he telegraphed to the OAG Hongkong on the 26th as per the copy enclosed.
