Italian Minister for Foreign Affairs asks whether Russian refugees now on Italian ship of war may be sent to Hong Kong harbour, there to be put on board chartered vessel to await undertaking to be given by Russian Government and arrangements for conveyance to Russia.
If His Majesty's Government do not grant this favour, Italian Government will have to take refugees to Massowah.
