Sir:-

I have the honour to enclose a few French Postage stamps surcharged with the word "Canton" and its equivalent in Chinese, which I understand are issued by the French Postal Authorities at Canton for general use.

Although this may seem to be a matter of very minor importance, the Committee desire to call attention to this practice as indicating the importance and value the French Authorities attach to every little detail which may bring their presence and pretensions to the knowledge of the people and native authorities in China, and the same policy is pursued in Shanghai and other places where French post offices are established.

It is for the consideration of His Majesty's Government whether similar methods should be followed by British Post Offices in China for the purpose of ...
