With reference to your letter of the 26th December last, I am directed by the Secretary of State for Foreign Affairs to transmit to you, to be laid before Secretary Lyttelton, copies, as published in the Treaty Series, of the Parcel Post Convention between the United States and Hong Kong signed at Washington November 21, 1903.
