Mr. Stubbs: No. We should only send them to the Colonies directly affected. In this case, you propose to send them by despatch (see 44556) and I assume 20 copies are required for that purpose.

Mr. Collins: Send 20 copies; we will want a good number as the various agencies have not been supplied.
