With reference to your letter (No.52936/1902) of December 30th, 1902, I am directed by the Marquess of Lansdowne to transmit to you copy of a despatch from His Majesty's Minister at Peking, enclosing copies of Postal arrangements concluded between the Postal Administration of China and the Governments of France and Japan respectively, and calling attention to a request which Sir R.
