We are embodying the proposals, as shown in your letter of the 17th November, in a draft of an Agreement to be made between the Chinese Government and the Colonial Government and will submit it to you as a rough draft in a few days.
This Agreement we suggest should be scheduled to and made a vital part of the Loan Agreement to be negotiated with the Chinese.
