Since the Officers and seamen of the above-named Russian

Ship have been in Hong Kong, several of the latter have been

admitted into the Military Hospital here.

As these men are in receipt of a British Infantry

Soldier's ration and a daily rate of pay of 50 (fifty) cents

or 1s. 1½d. (one shilling and one penny halfpenny) at the present rate of exchange, both

of which are naturally borne by the Russian Government, I

have up to now only charged the ordinary Hospital Stoppage

that would be made against a British Soldier. As the War

Office may raise some objection to this rate being charged

instead of 2/- (two shillings) a day, which is that for which

a person not belonging to the British Army is liable, would

you kindly communicate with the Secretary of State for War

to ascertain his views and instruct me as to the rate to be

charged in future.
