As regards the 3rd question asked on page 4 of your letter, I am to state that Captain Barnes Laurance, who is Marine Magistrate, has the status of a Stipendiary Magistrate by virtue of the Merchant Shipping Ordinance of 1899.
The powers of a Stipendiary Magistrate in Merchant Shipping cases are provided by the Merchant Shipping Ordinance of the Colony. These Ordinances can be consulted by any representative of your guild in the Library of this Department.
