must pay for his passage and removal expenses to Hong Kong, but, as he has recently been put to very considerable expense in East Africa owing to the destruction by fire of his furniture and effects, which were uninsured, it will be a convenience to him if part of the cost of removal can be advanced, and I am to submit for the Secretary of State's favourable consideration that the Crown Agents may be authorised, at an early date, to make him an advance of salary under No: 106 of the Colonial Office Rules and Regulations.
