In order to arrive at a practicable working plan to reconcile the interests of the Colony of Hongkong and the Chinese Government Railways, represented by the British & Chinese Corporation, we suggest that the Colonial Office and the British & Chinese Corporation each appoint an expert representative to draw up a working plan.

As the Corporation and the Colonial Office are anxious to have the undertaking commenced as soon as possible, there should be no further difficulty once a working plan is devised.
