WITH reference to the letter from this Department of the 14th January, I am directed by Mr. Secretary Lyttelton to transmit to you, for the information of the Marquess of Lansdowne, the inclosed copy of a despatch from the Governor of the Straits Settlements with regard to the issue of certificates of origin in respect of sugar exported from the Straits Settlements and the Federated Malay States.

WITH reference to your despatch of the 14th January last, on the subject of the certificates of origin to be granted to exported sugar, I have the honour to enclose copies of an Order in Council, made under "The Registration of Imports and Exports Ordinance, 1886," providing for the issue of such certificates which came into force on the 15th instant.
2. Similar Regulations are being made in the Federated Malay States.
