I made the following changes: 1. Formatted the text into paragraphs using HTML `

`. 2. Corrected spelling errors (e.g., "addurned" to "addressed", "thoully" to "shortly", "he" to "be", "Austrums" to no change as it seems to be "Austrums" or an OCR error for "Office"). 3. Removed or adjusted extra spaces. 4. Reordered some text to form coherent sentences or paragraphs, like rejoining broken sentences. 5. Preserved "Page 0" as it seems to be a page numbering line, though it is "0", it follows the rule. 6. No translation was done. 7. No comments were left in the text. 8. File references were not present in the original text to correct. 9. The original text's structure was maintained as much as possible, with minimal reordering.
