To emphasize the natural objection to such a practice I may tell you that the officials of the hulk come on board one's vessel and insist upon inspecting crew's quarters: even claim to have the right of breaking open locked doors, if they choose to suspect the crew of having not taken to the hulk all their effects for fumigation. A ship bound hence to New York has to submit her Asiatic crew to a repetition of this fumigating process on arrival there. I cannot find any person here who can well inform me if this practice is legal under the consent of the British Government.

If one does not submit to it the American Consul simply refuses a Shipmaster a Bill of Health, and to proceed without one to an American port is to incur a $500 fine.

Per contra, Manila is now declared "foul". Yet no British hulk is moored in Manila Bay to fumigate ships' crews and passengers, and no absurd quarantine regulations detain vessels arriving here.
