The question of the conditions under which the line might be taken over by the Government in the future and other minor points in the draft proposal were not discussed.

Mr. Keswick promised to send me the flying survey which had been made of the line, which he said followed approximately the route recommended by the Officer Administering the Government when advocating a branch to Walchow. He also promised to send me a copy of the agreement with the Chinese Government, which I understood was made prior to the concession of the New Territory to Great Britain.
