These papers relate to a proposal to construct a line from Canton to Hong Kong. This pressed upon us by M: May. the acting governor of Hong Kong in December last [1903] as of the greatest importance to the interests of the colony. You agreed that I could make further enquiries and M-Johnson and I saw Sir F. Robertson
