With reference to your letter dated 1st

700 instant, (30471/1904), relative to military lands at Hong

Kong, I am commanded by the Army Council to acquaint

you, for the information of Mr. Secretary Lyttelton,

that the offer put forward by the Governor of Hong Kong

in the telegram a copy of which accompanied your letter under reply is not regarded favourably by the Council.

The Army Council agrees with Mr. Secretary

Lyttelton that it is desirable to effect a settlement of

this and other questions which have been so long outstanding; and as it seems probable that the difficulty

of arriving at an understanding is due in great measure to the fact that the situation can only be thoroughly appreciated by inquiry conducted locally, the Council proposes to appoint a specially competent officer to proceed to Hong Kong to investigate the matters at issue and to endeavour, in consultation

with the Governor and the local military authorities, to arrive at some conclusions upon the various the Under Secretary of State,

Colonial Office.
