I am commanded by the Army Council to acknowledge the receipt of your letter, No.23627/1904, dated 12th instant, and to acquaint you in reply that the Council have no objection to the proposal that the Principal Medical Officer of Troops in Hong Kong shall act as arbitrator in the question of the difference of opinion between the Government of Hong Kong and the Naval Authorities in that Colony as to whether the treatment of smallpox cases in the Naval Infectious Diseases Hospital constitutes a danger to the health of the community, and that the General Officer Commanding the Troops at that Station has been informed accordingly.
