In order to meet as far as possible the views held locally, the Army Council will be prepared to accept the last mentioned line as the proper frontage of the Imperial Government's property.
For the frontage of the adjacent Lotholders' property the proper line appears to be the frontage line of the Eastern Praya extending from Arsenal Street to Ship Street, and this also accords with the Governor's Plan C.
The boundary line resulting from the bisection of the angle between the above frontages is shewn by the green dotted line on the general plan Y, and enlarged plan Z forwarded herewith. This line is slightly less favourable to the Colony than the "compromise line" proposed at the Conference of 16th March, 1903, and also slightly less favourable to the War Department than the line for which they have hitherto contended.
It is hoped therefore that a boundary as defined by this green dotted line may prove acceptable to all parties, and result in an amicable settlement of this long standing difficulty without recourse to arbitration.
It should, of course, be understood that, if the Eastern Praya reclamation be constructed with a sloping wall, the green dotted line would form the extreme limit to
