boundary line of the Reclamation should be drawn, this Department concurs in the view expressed in para:7 of the Governor's despatch that it should follow the line bisecting the angle between the existing frontages, and is prepared to acquiesce in the adoption of a boundary so defined in lieu of that at right angles to the Eastern Praya previously claimed.

4. If, then, the starting point of the line and also the principle governing its direction be accepted, it only remains to determine the proper frontage lines giving the angle to be bisected.

It appears to the Army Council as at present advised that the proper frontage of the Imperial Government's land is defined by a straight line drawn from the extreme front of Wellington Battery to the N.W. corner of Arsenal Street. It would seem, however, from the letter of 1st October 1902 from the General Officer Commanding to the Colonial Secretary of Hong Kong that the line locally adopted by the Colonial and Military Authorities was a straight line drawn from the N.E. corner of Murray Road (as existing previous to the formation of the Western Praya Reclamation) to the N.W. corner of Arsenal Street (as widened). This also appears to be the line taken by the Governor in estimating the length of the Imperial Government's frontage as given in para:4 of his despatch No.523 now under consideration, and the plan C annexed thereto.
