Lyttelton to acknowledge the receipt of your

letter of the 23rd of February, 065/3982

(M.S.1), on the subject of the administration

of the Government of Hong Kong in the absence

of the Governor.

2. The observations made in the fourth

and subsequent paragraphs of your letter

appear to Mr. Lyttelton to be based on a mis-

apprehension. The importance of the Colonies,

or, as they are styled in your letter, the

fortresses of Bermuda, Malta and Gibraltar

is almost entirely strategical and this fact

places them in a wholly different category
