satisfactory as to the Colford, inasmuch

as it prevents difficulties being hereafter raised as to

the value to be recorded in

the event of the Island, or any

portion of it, being surrendered by the War Dept., & as it secures

to the Govt. full the right to

build

a

prison

on

the Island

subject to the conditions laid down in

the Mr. Chalmers'

despatch No. 199 of the 24th May last, [mn 19516]

The only

new condition being

access to be

formally granted for military

purposes to the War Dept. through

the front prison

area

to the military land at

the north-east point of the Island; this condition

appears to

me

reasonable.

in accordance with

the stipulations contained in

think that the War

Dept. can properly be called upon to pay compensation for lands in private ownership at Devils Peak & Ngau Tau Kok
