portion of it, being surrendered by the War Dept., & as it secures

subject to the conditions laid down in
the Mr. Chalmers'
despatch No. 199 of the 24th May last, [mn 19516]
The only
new condition being
access to be
formally granted for military
purposes to the War Dept. through
the front prison
area
to the military land at
the north-east point of the Island; this condition
appears to
me
reasonable.
