Arrange disembarkation routes and either provide for orators to be provided with food and lodging, or pay a suitable allowance for the purpose, having regard to the cost of living at Hongkong. They should report regularly at such intervals as you consider necessary.
For the men, board and lodging should be provided, also a small allowance for pocket money. They should be allowed to come and go as they please, but they should be under military discipline within limits and with certain restrictions.
An Ordinance must be passed legalising the procedure and authorizing detention in accordance with regulations prescribed, providing for penalties for attempting to escape, concealing or assisting escaped persons, and giving power to search ships other than ships of war for escaped persons.
