case might best be met by leaving Section 13 of the
Ordinance of 1903 unrepealed, and providing that, whether
inside or outside territorial waters, junks should be
deemed to be in fault in collision cases where they have
failed to exhibit either white lights at stem and stern,
or the lights prescribed by the Collision regulations.
