It appears that there is a scheme at the time but that proof has been revived but Dunn, the head of the Botanical & Afforestation dept, spoke to me about it & complained bitterly that he had not been consulted on the proposals that were put forward.
The proposed line runs through the Botanical Gardens. I believe that it will inevitably ruin that part of the gardens through which it passes. He holds that the gardens are a valuable institution, and I agree with him on that point.
I said that I concurred with his opinions and recorded that a day has apparently elapsed since the matter was last discussed. Dunn has been consulted and had raised no objection.

I am directed by the Board of Trade to acknowledge the receipt of your letter of the 14th instant (23633/1904) forwarding a copy of a despatch from the Officer administering the Government of Hongkong, together with a draft of an Ordinance for authorizing the Construction of a Tramway within that Colony.
The Board direct me to state in reply, for the information of the Secretary of State that they have no substantial alterations to suggest in the draft; but that the following observations may be made thereon.
Section 28. There would appear to be some error in the wording of this Section and it may be that in the fourth line the word "from" should be substituted for "to" and in line five the words "or by means of" for "and".
Section 32. It is observed that no provision is made for empowering the Governor in Council to disallow any byelaw made by the Promoter i.e. should such byelaw be open to objection, or in the event of the Promoter not having complied with the enactments of the section.
Section 35. The approval of the Governor is not provided for in respect of any lease of the Tramway.
Section 47. In the eighth line the words "Sections 37 and 38" should apparently be substituted in place of "Sections 35 and 36".
