Sir,

I am directed by the Board of Trade to acknowledge the receipt of your letter of the 9th instant, No.19453, in which you transmit copy of an Ordinance passed by the Legislature of Hong Kong entitled "An Ordinance to provide for and regulate the employment of Pilots".

In reply to your request that the Board will signify their opinion whether the Ordinance may properly be allowed to remain in operation, I am to request that you will call the attention of Mr Secretary Lyttelton to the provisions of Section 8 of the Ordinance, stating that pilots shall not demand higher rates than those authorised.

I am to point out that Section 592 of the Merchant Shipping Act, 1894, provides that pilots must not take any rates greater or less than the rates which may be demanded by law.
