Sir,
I am directed by the Board of Trade to acknowledge the receipt of your letter of the 7th instant No. 19444/1904 in which you transmit copy of a despatch from the Acting Governor of Hong Kong enquiring whether the importation and use in that Colony of certain explosives may properly be allowed.
In reply to your request for the observations of the Board, I am to request that you will state to Mr Secretary Lyttelton that the Board have been in consultation with His Majesty's Chief Inspector of Explosives in the matter, and I am to transmit, herewith, to be laid before Mr. Lyttelton, copy of a minute by the Chief Inspector with regard thereto.
The Ordinances enclosed in your letter are returned herewith as requested.
