I should have thought that it was safe to write to Mr Ryshe and say the plain truth, referring him to the fact that it has been certified that he cannot serve without detriment to his health & that he is not likely to be fit for further service for any lengthened future. Under these circumstances Mr Lucas has decided that he should be retired on the pension to which his length of service entitles him.
It is not justified to call upon him to return to duty, or to threaten that he will be required to do so without any reduction of the pension to which his length of service has entitled him.

Subject to your opinion, I think we have a clear case for Parliament. I would send Mr Lucas's letter altered. I have talked the matter over with Mr Lucas, & it seems clear enough, though he doesn't like to say it, that Ryshe will become insane before long if he returns.
