With reference to your letter of the 2nd May on the subject of the proposed extension of the Kowloon Water Works Hong Kong, we would draw your attention to paragraph 5 of the Governor's despatch of the 17th March 1904 No.119 and ask if you can now give your opinion regarding the dam, and if not what telegram you would recommend should now be sent to the Governor.

We enclose the Governor's original despatch in question together with its enclosures for your perusal, they should all be returned with your reply and we will in due course furnish you with typed copies.

The extension of the catchwater channel is approved.

The question of raising the dam is still under consideration.

Up to the present I am doubtful as to the advisability of so doing.
