: Surveyor and Engineer to the Eastern Half of the County of Middlesex under Mr H. T. Wakelam M. Inst C.E. County Engineer and Surveyor where his experience has been extensive, involving not only all the usual County work in an important and densely populated district but the alteration and widening of certain of the main roads necessitated by the construction by his Council and the North Metropolitan Tramway Co. in conjunction, of Electric Tramways.

4. Mr Perkins' application is accompanied by copies of testimonials from those under whom he has served, the originals of which we have seen, and they all speak of his qualifications and conduct in high terms. In answer to our private enquiries Mr H T. Wakelam states that while with him Mr Perkins has been chiefly employed in supervising work in connection with Main Roads and improvements in which he has always found him attentive, capable and trustworthy. We may add that we have seen Mr Perkins, were favourably impressed with him, and with the manner he answered the questions we put to him.

8. You will observe that both Mr Perkins and Mr Lashmore have been employed under Mr Yabbicom and in reply to our personal enquiries that gentleman to whom we sent a copy of the Ordinance writes as follows viz:-

"Mr T. L. Perkins assisted me as one of my District Engineers from January 1892 until February 1899

* Mr E.W. Lashmore has occupied a similar position in another district from October 1897 and is still carrying out under my directions main drainage works, being relieved of more routine work.

"I can speak in very high terms of the efficiency of both gentlemen and having glanced through the arrangement
