Sir,

Government House, Hong Kong,
11th April 1904.
A
I have the honour to acknowledge the receipt of
your letter No. 88 of the 30th ultimo, and to inform you
that after a full consideration of the circumstances the
Government regrets it cannot admit any liability in
respect of the clearing of débris from the Albany Nullah.
As stated in my letter of the 19th January the damage done
to Colonial property was of a trifling nature; and it is
apparent that the waterway of the nullah was in some way
injuriously affected by the incomplete state of the work
of diversion.
Charles G. Dicken, R.N.

I beg to report in reply to A.
that during last season's rains, the Nullah invert was
completed with a clear outlet to sea for storm water,
therefore there was no obstruction owing to incomplete work
