My Lords consider that it is only reasonable that the owners of the Nullah banks above the Dockyard should take all proper precautions to maintain the banks, and prevent any debris finding its way into the water course.
If this view is concurred in, My Lords suggest that the local representatives of the Colonial Office, War Office, and Admiralty at Hong Kong should meet and discuss the matter with a view to recommending what arrangements shall be made in future to keep the Nullah clear and to provide for any expenditure necessary for removing the debris brought down by the floods.
A copy of the correspondence bearing on the subject is enclosed, and My Lords would be glad to have the views of the Secretary of State for the Colonies on this question.
I am to state that a similar letter has been addressed to the War Department on the matter.
