With reference to your letter dated 4th January 1904, No 46426/03, relative to the Naval Infectious Hospital at Hong Kong, I am commanded by My Lords Commissioners of the Admiralty to acquaint you, for the information of the Secretary of State for the Colonies, that they have no objection to the question of possible danger to the health of the Civil population by the use of the Hospital for Small Pox cases being referred to any expert the Colonial Office and Colonial Government may appoint for that purpose, but that if after the expert's opinion has been taken it is desired to move the Hospital this would have to be done at the cost of the Community of Hong Kong and not of Naval Funds.
