I beg to acknowledge receipt of your letter of the 29th. ulto in continuation of correspondence on the subject of Captain Ivier's scheme for the removal of the artificial barriers in the Canton river, enclosing report by Mr. J. E. Boulton, Acting Assistant Director of Public Works on same.

Mr. Boulton's report, together with opinions derived therefrom by others, versed in the navigation of the river have been considered by the Committee, and I now have the honour to present their view of the question to the information of His Excellency the Governor.

The Committee consider that the works at the various barriers proposed by Captain Ivier, though only providing for the partial removal of these obstructions, will give a good and sufficient channel through and will fairly meet the case.

As regards the natural obstructions to navigation, the removal of which would presumably come under the head of the harbour improvements provided for in the Peking Treaty,

the Committee think that the desirability of removing the Lai Chi Kok Barrier, and of dredging the Bell flats and Silchar Point should be brought to the attention of the Chinese Imperial Maritime Customs, who it is hoped will carry out this work at an early date.

I return, with thanks, the nine plans which accompany Capt. Ivier's report, and which you courteously placed at the Committee's disposal.
