C.O. 2396
Report by Mr. Foalton.
RECO
Prot 25 JAN 05
531
Unfortunately I cannot claim to have any critical knowledge of that difficult branch of engineering which deals with the control and regulation of rivers. I must therefore be excused from giving a formal opinion in this respect.
So far as I can judge, Captain Tyler's proposals are such that the most experienced engineer in this particular line would, I should think, hesitate to predict the result of a complete removal of the barriers. He would rather proceed warily with their removal, and be guided by results. It seems to be probable that a partial removal will be found to be efficient, and that if money is then available it will best be exercised in dealing with the natural waterways.
I desire to be permitted to thank His Excellency for the privilege of seeing Captain Tyler's instructive report, and to express regret for my inability to be serviceable on this occasion.
