I have the honour to transmit for your

information copy of a letter, with its enclosures, which I

have addressed to His Majesty's Minister at Peking on the

subject of a scheme drawn up by Mr. F. W. Tyler, Coast Inspector

of the Imperial Maritime Customs, for the partial removal of

the artificial barriers in the Canton River in accordance

with Article V of the British Commercial Treaty with China of

1903.

2.

I am of opinion that Mr. Tyler's scheme

is sufficient for present purposes.
