I have the honour to confirm my telegram of the 2nd instant informing you that Sir Henry S. Berkeley, Kt., Attorney-General of Hongkong, had applied for the appointment of Chief Justice of the Colony in succession to Sir William Meigh Goodman, Kt., of whose approaching retirement on the 26th April next you notified me in your telegram of December 1st.
2. I now enclose a record of Sir Henry Berkeley's Colonial services and in support of the recommendation I have made that his application should be favourably considered beg to inform you that in a conversation I had in August last with Sir William Goodman on the subject of a successor to him in the event of his retirement he informed me that Sir Henry Berkeley possessed all the necessary qualifications.
3. Sir Henry is a Barrister of over 31 years' standing, has had over 27 years' Colonial Service and is now acting in the appointment for which he applies. As far as I
