forwarding a similar application from Mr. Hazeland preferred to recommend Mr. H. H. J. Gompertz who had also applied for
the post of First Magistrate. This post is a suitable stepping
stone to the office of Puisne Judge and it would seem desirable
that one of the Judgeships here should, whenever possible, be
filled from the Civil Service, the other being reserved for a
member of the legal profession who has been Attorney-General
in the Colonial Service. If the higher judicial appointments
here are given not only to members of the legal profession
but also to those of the local legal Department who are not
members of the Eastern Civil Service the attractiveness of
that service will suffer.

The judicial capacity and efficient service
of Mr. Hazeland might be suitably recognised by promotion to
a judicial appointment in a Colony which has no regular Civil
Service, and I shall be obliged if this suggestion can be
borne in mind.

I have no information as to the appoint-
ment for which Mr. Hazeland now applies becoming vacant in
the near future but have thought it convenient in transmitting
it to set forth the above views.
