Now though Brazil, as you know, is not among the Countries on behalf of whom we have appealed, a protest has been lodged with regard to Brazil also, and it is possible that the Government may decide to take no action at present with regard to Brazil (from which Country a certain amount of sugar is imported). I do not suppose any Brazilian sugar goes to Hong Kong, so that if you confined prohibition to those condemned Countries which actually sent sugar to Hong Kong you need take no action with regard to Brazil. This will not meet the Philippine difficulty, but this is in any case postponed now till after the next meeting of the Commission on the 6th of April.
