But all this would no doubt be very difficult, and the simplest solution would be for the Philippines to reduce their surtax on raw sugar, i.e., supposing that the appeal on behalf of the Philippines fails.

In our telegram it was suggested that it was unnecessary to issue an order of prohibition with regard to States from whom no sugar was imported. It is well understood by the Sugar Commission that there is no obligation to apply the penal clause until there is an appreciable importation of sugar; and in England (as also in Belgium) the penal clause is not therefore put in force except in the case of those condemned States from
