I have however circulated it and think it had better go. According to Whitaker's almanac & the Agreement considered as integral facts, feeling of Portugal, & its laws must be furnished to the Commission.
Portuguese possessions; the list of countries were irrelevant; but there seem to be large divisions specially applying to them. We need not however trouble about them as he goes on to write about sugar from Portugal & Hong Kong.
