With reference to paragraph No. 14 in my despatch
of 7th October result of inquiry and negotiations &
with respect to opium farms is reduction of $15,000 per
month from November 1st for remainder of term. Loss
of revenue can be made up if necessary by increase
of assessed rates and loan not required.
