Referring to my telegram and confidential despatch of 31st October I concur with Perry that continuance of Chinese Emigration from south depends on transhipment at Hongkong being allowed. Kwantung local authorities prepared to agree generally to conditions set forth. Wai-wu-pu under advice of Chinese Ambassador at London are still in opposition. Satow concurs that only chance overcoming opposition is through Chinese Ambassador at London.
