In the 5th paragraph of Mr. May's Despatch No. 140, dated the 29th March, 1904, on the subject of services rendered to the Government of Hongkong in connection with certain important cases relating to claims to ownership of land and foreshore in Kowloon Bay, which cases were ultimately decided in favour of the Government, reference was made to assistance received from Mr. James Scott, His Britannic Majesty's Consul-General at Canton.
2. I am not aware whether this assistance, which, owing to Mr. Scott's special knowledge of the Chinese Law relating to the tenure of land, was particularly valuable, was brought to the notice of the Secretary of State for Foreign Affairs, and in the event of this not having been done, I have the honour to suggest that a communication should now be addressed to the Foreign Office on the subject.
