The Colonial Government's view is that each of the three Authorities should be liable for any damage done to or blocking of the nullah directly attributable to any work carried out or action taken by it but should not be liable to pay for clearing the nullah within the property of either of the other Authorities of accumulated silt brought down by the river functioning in its natural course.
