selected and sent out to the Colony. Pending his arrival Mr.

H. R. Phelips, successor to Mr. H. C. Nicolle, who is due on

the 21st December and will then take over the work of the

Local Auditor from Mr. Crofton, should be able to manage

without the assistance of a European Clerk, a temporary addition being made to the Subordinate Staff of the Department if necessary.

I propose that during Mr. Drayson's vacation leave Mr. Crofton should draw pay at his present rate of £200 per annum and subsequently in place of it Mr. Drayson's lapsing half-pay until the expiration of the latter's leave when Mr. Crofton would be confirmed in the appointment of Chief Clerk to the Colonial Secretary and commence to draw the full salary of the post at the new rate set forth above.
