Should Your Excellency think fit to make such a representation it might be well to point out that while it is entirely against the intention of this Government that its territory should be used as a centre of action against the peace of the neighbouring provinces of China, it reasonably expects that the Governments of these provinces, far from inciting, will do their best to prevent persons within their borders conspiring to commit detestable crimes in Hong Kong. It might also be desirable to point out the evil fate that has pursued the majority of those that were inculpated in the murder of Young Kui Wan and that in several cases they have added to their guilt of participation in that crime by the subsequent commission of serious and even capital offences within the jurisdiction of China.
