In continuation of my Confidential Despatch of the 8th. July last and with reference to previous correspondence on the subject of the murder of Young Kul Wan at Hongkong on the 10th. January, 1901, I have the honour to forward for Your Excellency's information a copy of a Despatch which I have this day addressed to the Secretary of State for the Colonies.
In accordance with the 7th. paragraph of that Despatch I suggest that the facts of this important case in which the murderers, according to the evidence produced at the trial here of one of them were protected by Officials of the Provincial Government at Canton and rewarded by the authority of the then Acting Viceroy of the Two Kwangs himself should, at such opportunity as may appear suitable, be brought to the notice of the Central Government of China with a view to that Government discouraging by such means as may be in its power any attempt of Chinese Provincial Officials to violate British territorial rights in the future.
