Campbell, Acting Consul-General at Canton, and Mr. May, who in the successive positions of Captain Superintendent of Police, Colonial Secretary and Officer Administering the Government has dealt with this intricate case since the commencement, concur in the view that nothing will be gained by taking further action with regard to it.
